International Cooperation and Regulation in the Green Hydrogen Sector

The Importance of International Cooperation for Green Hydrogen

At the CB Debate — Green Hydrogen: the Fuel of the Future , experts agreed that international partnerships are essential for the development of the sector in Brazil. Gustavo Fontenelle, from the Ministry of Industry, Commerce and Services (MDIC), highlighted the importance of bilateral agreements, such as those signed with Germany and the United Kingdom, for the exchange of knowledge and technological innovations.

Alexandre Vaz, from the Regional Chemistry Council, emphasized the need to implement public policies that value and retain qualified professionals in the country. "International cooperation is crucial for the development of green hydrogen, but we need to ensure that our technical capabilities remain here," he said.

Risks and Challenges of International Cooperation

Yaeko Yamashita, from CNPq, warned about the risks of dependence on foreign resources and technologies, which could compromise Brazil's political and economic autonomy. She also highlighted the importance of aligning the priorities of partner countries with Brazil's needs.

Marcello Cabral, from the Brazilian Wind Energy Association (ABEEólica), noted that communication about the benefits of green hydrogen needs to be improved to better engage society.

Regulation and Incentives

The recently enacted low-carbon hydrogen legal framework could encourage regulation of the carbon credit market. Rita Ferrão, president of Ab Carbon, highlighted the urgency for Brazil to seize the opportunity to become a global leader in the sector, emphasizing the importance of effective public policies to ensure the success of this transition.

Conclusion

Brazil has a strategic position and significant potential to lead the global green hydrogen market, but faces significant challenges in terms of infrastructure, skilled labor and technological dependence. International cooperation, combined with assertive public policies, will be essential to overcome these obstacles and ensure the sustainable and inclusive development of the sector.
